Any firm that avoids the residents and chooses to import the workers will be banned, authorities say

Hong Kong government said on Sunday that any company that fails to tell the truth about the ability to get qualified residents to work for them will be banned from a programme to import workers to the city.


Starting from Monday, employers can import qualified workers from required professions to Hong Kong. The areas covered majorly are construction, transport, airports, hotels, catering and others just included such as hair stylists, salespersons and cashiers.


On a television programme, the Labour Secretary, Chris Sun said that the authorities intended to approve applications in three months.  However, employers must first genuinely search for local workers before seeking from outside the city.


"Indeed, it's hard to have a yardstick to tell if they are genuine and reasonable. But we will ask each one of them to see why they haven't hired [locals]. Actually, we will also ask local people who went to the job interviews," he said.



Any firms found to be lying about failing to find local staff will face a year-long ban from the import scheme, Sun said.


He said further that it is too early to say whether a mechanism will be put in place to cancel the importation of workers if necessary.


"We understand the concerns labour unions have. So we have a mechanism where we discuss it with the Labour Advisory Board regularly. I think the best way is to see what the actual circumstances are through putting the scheme into practice," he said.


"Based on the latest information, we can review the operation from time to time and see whether the scheme achieves the result we intended," he added.

勞工部長孫宇晨在電視節目中表示,當局打算在三個月內批准申請。 然而,雇主必須首先真正尋找本地工人,然後再尋找外地工人。

“確實,很難有一個衡量標準來衡量他們是否真誠合理。但我們會詢問他們每一個人,看看他們為什麼不僱用(當地人)。實際上,我們也會詢問去過那裡的當地人。工作面試,”他說。

孫說,任何被發現在未能找到當地員工方面撒謊的公司將面臨為期一年的進口計劃禁令。

他進一步表示,現在判斷是否會設立機制在必要時取消輸入工人還為時過早。

“我們 理解工會的擔憂。因此,我們有一個機制,定期與勞工顧問委員會討論。我認為最好的方法是通過實施該計劃來了解實際情況,”他說。

他補充說: “根據最新信息,我們可以不時審查操作情況,看看該計劃是否達到了我們預期的效果。”
