2024-07-16 (Hong Kong) - A recent cyber attack on the Philippine Department of Labor has led to significant disruptions in the issuance of Overseas Employment Certificates (OEC), affecting approximately 1,800 Filipino domestic workers bound for Hong Kong. This incident has halted several critical online services, as confirmed by the Hong Kong Employment Agencies Association.

The Department of Labour announced that its systems have been compromised, resulting in the temporary suspension of nine essential services, including the registration and issuance of OECs. These certificates are mandatory for Filipino workers seeking employment abroad, making this disruption particularly impactful.
Cheung Kit-man, chairman of the Hong Kong Employment Agencies Association, reported that as of the morning of July 16th, the systems had not been restored, and the estimated number of affected workers stood at 1,800. The ongoing outage poses significant challenges not only to the workers but also to their prospective employers in Hong Kong, who rely on the timely processing of these documents.

The cyber attack has crippled the labor department's ability to conduct online registrations and issue new OECs, a critical step in the employment process for overseas Filipino workers. The department is urgently working to repair and restore its systems to resume normal operations.
