Hong Kong residents withdraws HK$2.213 billion from their MPF accounts due to departure

HONG KONG - Withdrawals from Mandatory Provident Fund (MPF) pension accounts by residents who permanently left Hong Kong totaled HK$2.213 billion (US$283.72 million) in the third quarter of 2023, up 1.7% from a year earlier, according to government data.

Data released by the Mandatory Provident Fund Schemes Authority (MPFA) on Wednesday showed that a total of 8,700 claims were filed in the July to September quarter, slightly higher than the 8,600 claims in the same period in 2022, equivalent to HK$2.177 billion. In the previous quarter, 7,300 claims were made between April and June, with withdrawals totaling HK$1.787 billion; 6,700 claims were made between January and March, with withdrawals totaling HK$1.573 billion.


The implementation of COVID-19 control measures has played a role in the exodus from Hong Kong. While the city has been closely monitoring China's strict zero-COVID-19 policy, it began easing restrictions last August.



The Mandatory Provident Fund is a mandatory retirement scheme for Hong Kong residents, to which both employees and employers are obliged to contribute. The government reopened border checkpoints in February and lifted all pandemic restrictions from March 1 as part of its efforts to restore business confidence and attract investors after more than three years of strict COVID-19 measures.


Hong Kong's population rose sharply by 152,000 people, or 2.1%, to 7,498,100 in June this year, after a downward trend in 2020 due to the impact of strict COVID-19 measures.



The Mandatory Provident Fund Schemes Authority clarified that as scheme members can have multiple accounts, one person can make multiple pension withdrawal claims. In the third quarter of 2023, the total number of claims for various exit reasons, including retirement, reached 68,500. This number represents an 18.9% increase compared to the previous quarter’s 57,600 claims.
