A male police officer with 24 years of service is under investigation for allegedly fabricating loan amounts over two years to defraud the Hong Kong Police Credit Union, which issued him two loans totaling approximately HK$165,000.
The police officer was eventually charged with two counts of fraud and appeared in Eastern Magistrates' Court today for further proceedings.
The accused pleaded guilty to the charges, claiming he borrowed money due to a gambling problem. The presiding judge condemned the officer's illegal behavior as a member of the police force and emphasized that the amount of money involved was huge.
Given the inevitability of immediate jail time, the judge ordered the accused to be remanded until sentencing on September 21, during which time background reports will be obtained.
The indictment stated that the defendant Wong Pak-Lun, 47 years old, was a civil servant. The defense said Mr Wong joined the force in 1998 and was promoted to sergeant in 2015 but was suspended over the case. In asking for a reduced sentence, the defense argued that Wong had already repaid two loans and the risk of reoffending was low as he faced the possibility of losing his job and steady income. The defense explained that Wong decided to borrow money because of his previous gambling problems, which he claimed to have overcome.
The defense explained that Wong decided to borrow money because of his previous gambling problems, which he claimed to have overcome. Several certificates of recognition were issued in court, highlighting Wong's contributions to the Olympics, his involvement in anti-narcotics operations and the rescue of civilians from burning ships.
While acknowledging the seriousness of the charges, the defense asked the court to first obtain a community service order report before imposing sentence, citing the relatively low sums involved compared with similar cases.
However, considering the nature of the case, the defendant's police status and relevant precedents, the judge rejected the defense's proposal and believed that imprisonment was inevitable.
The defendant was accused of falsely reporting that the total monthly repayments of his loan to the Hong Kong Police Force Credit Union on August 14, 2017 and June 20, 2019 were HK$9,000 and HK$5,000 respectively. Wong intentionally misled the credit union with the aim of obtaining loans of HK$110,160 and HK$55,800 respectively for his own or others' personal gain.
The investigation found that there was intelligence showing that the defendant lived in luxury, and after review, it was found that the actual monthly repayment amount did not match what he claimed. In the presence of police, the defendant admitted the discrepancies and admitted to signing a statement confirming the completeness of the details of his application.
