The 10th-year summit of commencing President Xi Jinping's signatory foreign and economic policy, the Belt and Road Initiative (BRI) was celebrated with Mr Putin being the guest of honour among leaders and delegates from over 130 countries on Wednesday( 18th of October, 2023).
The meeting commenced with an opening ceremony held in Beijing's Great Hall of the People. Both leaders, President Xi and Mr Putin walked into the hall at the same time in front of other representing countries' leaders.
The 3-hours bilateral meetings were held with Mr Xi's speech followed by Mr Putin's, discussing world insurgencies, especially Ukraine and the Middle East
Mr Putin mentioned the growing number of conflicts in the world. "All these outside factors are common threats and they strengthen Russian-Chinese cooperation," he told a news conference.
Mr Putin was determined to return the favour in his speech, he vowed support for Mr Xi's vast BRI project saying it was "in tune with Russian ideas" and praised "our Chinese friends" for their achievements.
The BRI has seen China pouring an estimated trillion dollars into investment and infrastructure projects around the world.
Speaking to the delegates mostly from the so-called Global South group of developing countries, he also said that "Russia and China and the majority of states in the world share aspirations" for cooperation and economic progress.
As BRI's anniversary progressed, China released two white papers positioning the BRI as the bedrock of a new world order, one that it casts as more just and inclusive.
In Mr Xi's speech, he reiterated that the BRI "represents the advancing of our times and the right path forward", and was "on the right side of history".
He denounced "ideological confrontation, geopolitical rivalry and bloc politics", unilateral sanctions and "decoupling" supply chains. Beijing has often criticised Washington for leading what it sees as an unfair form of globalisation.
In contrast, the BRI has encouraged "win-win co-operation" where "the flame runs higher when everyone adds wood".
Mr Xi also laid out an eight-point plan for taking the BRI forward, including promoting smaller projects, "green development" and "integrity building".
The Belt and Road Initiative has been highly and widely praised for encouraging development in many countries but has also been criticised for its burden on borrowers with mountains of debt, damaging the environment, and fuelling corruption and wasteful projects.
The anniversary was attended by countries mostly from South East Asia, Africa and South America. Other attendees include Hungarian Prime Minister Viktor Orban and representatives from Afghanistan's Taliban government.

習近平也提出了推動「一帶一路」的八點計劃，包括推動小型專案、「綠色發展」和「誠信建設」。
「一帶一路」倡議因鼓勵許多國家的發展而受到高度和廣泛讚譽，但也因其給借款人帶來巨額債務負擔、破壞環境、助長腐敗和浪費項目而受到批評。
出席此次週年紀念活動的國家主要來自東南亞、非洲和南美洲。 其他與會者包括匈牙利總理維克多·歐爾班和阿富汗塔利班政府的代表。
