China is currently facing its first cold wave of 2024, resulting in a significant drop in temperatures across the central and eastern regions of the country. As the cold air moves southward, Guangxi and Guangdong provinces are expected to see temperatures falling below zero by Tuesday.
In addition to the cold wave, the NMC also issued a yellow alert for snowstorms. Heavy snowfall is anticipated in multiple provinces by Monday afternoon, with localized areas in Guizhou and Hunan expected to experience heavy blizzards with snow depths reaching 20 to 23 millimeters. These areas may see an additional accumulation of snow ranging from 3 to 8 centimeters, with some areas exceeding 10 centimeters. Furthermore, freezing rain is expected in Guizhou, Hunan, and Guangxi provinces.
The NMC also issued a blue alert for strong winds, with some areas, including the Liaodong Peninsula and Shandong, forecasted to experience strong winds and gusts until Monday. In response, the NMC has advised the public to stay warm and pay special attention to the elderly. Relevant departments have been urged to strengthen inspections and maintenance of roads, railways, and power lines, as well as promptly clear snow. High-altitude and water-based outdoor activities have been suspended, and precautions have been taken to reinforce or relocate structures susceptible to being blown away by strong winds, such as fences, billboards, and temporary facilities.
To address the cold wave's impact, the Ministry of Emergency Management (MEM) has initiated a level-four emergency response in Hunan and Guizhou provinces. In addition to the workgroup previously dispatched to Hunan, an additional workgroup has been sent to Guizhou to assist and guide prevention and response efforts.
Provinces and cities across China have implemented various measures to ensure the safety of their residents. For example, in Zhoushan, Zhejiang Province, 46 water routes have been suspended due to gusts of wind. Onshore and offshore cruise inspections have been conducted, collision prevention warnings have been issued, and early evacuation work for key tourist water passenger routes has been coordinated. In Hubei Province, toll stations on highways have implemented traffic restrictions, and road patrols and snow-melting agents have been deployed in coordination with the highway maintenance department. Similar measures have been taken in Shanxi Province, where the accumulation of snow and ice on some sections of highways has led to temporary closures or restrictions on certain vehicles. Jiangxi Province has initiated a level-four emergency response to mitigate the adverse effects of snow and freezing weather on power and communication lines.
The public is being reminded to take precautions against the cold, respiratory infections, cardiovascular and cerebrovascular diseases, and to ensure the safe use of electricity, fire, and gas. Measures are also being taken to protect crops from freezing and reinforce snow removal in agricultural greenhouses. Prompt harvesting of mature vegetables and fruits is being emphasized.
